It is alright to use a heat lamp for a corn snake in combination with a heating pad as long as the snake has a place to go where he can escape both. Corn snakes don't live an extremely high temperatures and do well between 70 and 80 degrees Fahrenheit. As long as he has a place to go that is between or lower than these temperatures he should be fine, preferably a shaded area such as under a crevice or "snake house".
Using a heating lamp for a corn snake is not a bad thing, however not necessary. As a North American species it is adapted to live at low temperatures during winter and high temperatures during summer. During lower temperatures snakes become less active and can hibernate. The addition of both a heat lamp and heat pad won't harm the snake as long as the snake has a place to go to escape both if it so chooses.

Yes, corn snakes do need a source opf heat in their tank to keep their body temperature high enough, (75-80 degrees f). but heating pads aren't the best thing for the snakes because if it gets too hot, it will burn the snake as they do not have senses in theire scales. A heating lamp is a much better alternative.
If the environmental conditions a snake is being kept in are sufficiently close to the typical conditions in which the snake exists in the wild without artificial heating then the answer is no. However, snakes are cold-blooded with poor systems for maintaining body temperature. If the conditions they are being kept in differ sufficiently from life in the wild, then some form of supplemental heating (or cooling) may be necessary
Depends on if the type of snake and if it's receiving proper heating. If the snake is able to absorb the appropriate amount of heat, it takes 48-72 hours on average.
