I am not sure that they do. I am an adult, and I have never seen a show that told me that it was bad to watch cartoons. I still watch them sometimes, even though adults are a lot busier than kids usually, and we have less time to watch. But cartoons are still fun, and many adults still watch them. In fact, some cartoon shows are made for adults.
Yes they should. I think if kids can be trusted not to copy the moves they see on tv it will be fine. Their parents should watch it with them. They can fast forward it at bad or scary parts.

there are many ratings that can confuse parents on behalf of their kids. most kids want to watch tv-14, but it can be bad. if your child wants to watch this content, according to the asgf assosiation they have to be at least 13 to watch this. this is the same as pg 13, but the tv company cannot copy pg 13, so they came up with tv-14.
you can watch it by renting or buying the movie then you watch it in ur TV.
