It's one of those things where there is no solid proof either way for this being bad or good. It's generally up to personal preference in the modern world. Being uncircumcised just requires greater hygiene care.

Being circumcised is extremely painful to the infant (or boy/teenager/adult) and is unnecessary. It does not do any major harm to be circumcised, but it doesn't do much good either. Therefore, it is pointless to inflict pain on any infant (or boy/teenager/adult.) It will probably be more painful to anyone over 1 years old due to being adapted to having foreskin.

Not if you wash them. Any penis, circumcised or not, will be dirty if it's not washed. The penis should be washed in the bath or shower just like any other part of the body like your armpits or your rectum. Just roll back the skin, wash the head with soap and rinse it off with warm water.

No, uncircumcised penises aren't bad. Circumcision has no known medical benefit, and uncircumcised penises tend to be more sensitive and provide more pleasure during sex.
