Not at all, Infact most Scene/Emo's prefer to put eyeliner on their water-line :')
Tip how to put it on:
Eyeliner Pencil and Liquid Eyeliner ; Mix :D
1.Sharpen your eyliner pencil so it's not too blunt.
2. Start from the right-hand corner of your eye, then work your way along wards.
3. Go over your water-line as manhy times as you like, until it's thick enough.
4. Get out your liquid eyeliner, and practice drawing thick lines on your hand before applying.
5. Use your waterline as a guide-line, draw a thick line underneath your waterline with your Liquid Eyeliner until it is thick enough for you.

Don't put Liquid Eyeliner on your waterline until your really confident with applying makeup, otherwise you could get panda eyes, or makeup in your eyes....OUCH!!

Just above your lowerlashes is your waterline. Apply the eyeliner carefully. Make sure that it is waterline safe and that you don't poke your eye with it. You can also apply it to your upper lashline. Eyeliner adds definition to your eyes.

Depends on how you like it you can put on your waterline, but Ive read that it's bad to do that and Ive read that it's OK so you might want to ask someone about it.But only use pencil eyeliner don't use liquid You can also put it under your eye as close to the eyelash line as you can get. That depends on which eyeliner you mean. Do you mean the pencil that goes across your waterline or the liquid eyeliner? Pencil- Pull down skin underneath the eyes and draw a liner of (thick) black eyeliner. If (like mine) your eyeliner doesn't work first time, run it across your right waterline and it should work when you go across to the left. If it works, go back across to the right and fill in.

Yes. At least until the stye is gone..the oils in the eyeliner can get into it and cause it to get even more of an infection and will take longer to heal.
