Is it bad to use an evolutionary stone as soon as possible?

Pokemon evolved by a stone will not learn new moves by leveling up, best to wait until they're at a high level and they've already learnt all of their moves.

It actually depends on the Pokemon.

Here's a good example;

Evee; a Pokemon with 7 different evolutions, each which are different types of Pokemon.

If you level Evee to a Vaporeon, the water evolution of a Evee, when the Evee is level 100, Vaporeon WON'T learn any water moves, unless you give it a TM or HM water moves.

Why?

Because Evee is a normal Pokemon, which won't learn any water moves when leveled up.

Same goes to the rest of Evee's 6 evolution.
