Yes it is better to turn an assignment incomplete and on time rather than complete but late since educational institutions usually sets these deadlines.
A person with walking difficulties may be aided by a simple walking stick (complete). My late wife eventually needed a walking frame (incomplete) and then a wheelchair. So. there is no answer to cover all.

its not at all hard u it depends on what it is for if it is for an assignment in a class in any level of school you can say please excuse my late work on this date (there you would place the date) and then explain why you assignment is late. however if it is for a job then you screwed just say it wont happen again and give it to that person first hand. hoped that helps have a good day :)
