Probably not. If the garage is locked and the repo agent must break the lock, then that is breaking and entering. Even if the garage is unlocked and the act of opening it can (in some areas) be considered breaking and entering.

There is not release. The fuel door has a lock. When the doors are locked, the fuel door is locked. When the doors are unlocked the fuel door is unlocked. When the doors are unlocked, press on the front of the fuel door (the side closest to the front of the car). It should pivot open.

The gas door is locked or unlocked with the other doors on the car. If the car doors are locked the gas door will not open. If the car is stopped with engine off and the doors unlocked you should be able to open the gas door by pushing on one side of it. If this doesn't work, you have an electrical or mechanical problem with the gas door.

Safe lock is the mechanism that stops the doors being unlocked from inside (after breaking a window...). Only the key can open it. You want to disable this if you choose to lock the car when there is still somebody in the car. Check your manual, but on my Leon I press the lock button then press and hold it again, until the indicators flash. Then the car is locked from outside, but I can still get out (but then that door is left UNLOCKED) .
