At times it sure seemed like a lot more than there actually were, but counting U.S. NATO, and Soviet submarines, around 300. That includes both attack and missile submarines, DE and Nuclear.
This is a hard question to answer... Almost all nations have submarines, but I am not sure if they have all used them in the same war. I would be they all used them in WW2 or the cold war
During the Cold War, the fact and knowledge (though not necessarily the specific details) about Soviet submarines (DE and Nuclear) were in fact known throughout the civilian population.

There were subs in the 19th century, but they were really a part of naval warfare from World War One to the end of the Cold War. If large scale war breaks out in the near future, expect submarines to be a huge factor on the ocean front.
