The word "rumor" does not denote whether the content of the message is true or false. A rumor can be true or false. However, spreading rumors, as an action, is not usually an admirable activity. Therefore, it is often implied or assumed that if a rumor is being spread, that it is a falsehood, when it is really the messenger that is acting improperly, rather than their message that is wrong.

So, it can be correct to say "false rumor" or "true rumor", depending on the content of the rumor message.
