That is because dogs have four legs and they resonate diagonally therefore inducing resonance that will destroy the bridge. OTOH you can take a camel for a walk and, even thought it weighs more, the gait has a different set of harmonics that do not induce such resonance. I dont think it would happen on a large bridge but probably back in the day when bridges were old and crappy this might shake some stuff loose
