The VIN indicates the manufacturer, factory, model, year, trim, engine, sometimes additional information like the production number, and a check sum character. That makes it fairly unique. On modern vehicles the VIN number is prominently displayed on the frame (motorcycle) or on a plate in the corner of the windscreen (car) and in various other places. The only people with a legitimate interest in the VIN are manufacturers, licencing authorities and law enforcement, parts distributors and paint shops etc. The only way to 'give away' the VIN would be to physically cut it out of the vehicle, which is illegal.
