You can, but it will not last because it takes heavy wear. If it has seen better days it is cheap and easy to replace, if it is the colour, your favourite hardware chain will have that too. Far less time consuming too, spray-painting a faucet is a bit like cracking nuts with a jack hammer.

Turn off the water source (under the sink) before you begin, though. Then remove the faucet handles and replace the gaskets. You can remove the faucet handles to see what size and type of gaskets you need first, or you can purchase a packet of assorted size and types of gaskets at any hardware store, in which should be the type your faucet uses. And don't be afraid of trying this on your own, it is much easier than most people think, and much cheaper than paying a plumber to do it for you.
The end of the sprayer where the hose comes into it unscrews. The sprayer comes off and at the end of the hose there should be a metal C clip holding 2 washers on the end of the hose. Just remove the clip and washers and install the new one.
If there is a shut off valve under the sink, shut it off and take the line off going to the faucet. Turn the valve on slightly to see if there is water going through it. If there is, the problem has to be in the faucet. Either the washer in the hot water side has come off and is plugging the faucet, or if it is a single handle faucet, the cup is bad. This is a relative question. Its easy for someone who is mechanically inclined, and perhaps difficult for someone whom would ask such a question.
This is a very old unit. Its most likely an o ring that is gone on that unit since it is a mixer. However you didnt take the cover off and explain what you saw, which might give you a clue as to what is leaking. However my advice is to do the job properly from the word go, dont try do maintenance on something that old. Excavate on the wall around the mixer, remove it and replace it with a new one and patch up the hole. If it sounds like too much work. Get a registered plumber, who will gladly do it for you.
