It seems so, for example the US and many other countries have tried to stop Iran getting nuclear energy but it has still succeeded in obtaining it. In this case Russia has helped by providing fuel for the Bushehr plant, and says it will take back the spent fuel, so maybe there is no harm in this peaceful use. However Iran is also enriching uranium which might be used for weapons. Uranium is pretty widespread and so obtainable by fair means or foul, but a country still needs a specialised nuclear industry to succeed, unless another country supplies everything required. It's difficult to see a country such as the less developed African ones doing it, though South Africa did even under the apartheid regime, which was heavily sanctioned. North Korea and Pakistan are two others which have succeeded despite the efforts of the US to stop them.
