The size of a 9 year old boy's penis really shouldn't be an issue. There is no way of knowing what he will end up with and unless there are other signs of some hormone deficiency, he will get whatever he is supposed to.

Penis size is different for everyone and before Puberty begins it grows very slowly. There will not be much difference in size then. Once puberty begins the penis grows significantly and by the time you reach around 20-years-old it will have become full adult size. Therefore for some there can be times when a younger sibling has a slightly larger penis.
