That really depends on the guy you're asking. I'm a guy, and I would say yes, they should shave it if they plan on using it, but then you also have to keep up on it otherwise it will get poky when the hair starts growing back. Some guys probably don't care, but ultimately, if you're gonna shave it you'll have to keep up on it every day probably, or just trim it.
It all comes down to personal preferences and choices. The preferences of your intimate partner can play a role also.
