Yes, they are easy to train. The trick is, since they are so small, when they are starting to have an accident or already had one, first scold them, then take them outside as soon as possible. If they do go out side, praise them and cuddle them. Every time you take your Shih Tzu outside, make sure they go to the bathroom, so they know that when they go outside, that's there time to go, and no other time. This worked very well when I did this with my Shih Tzu.
Never scold a dog for going to the bathroom that's terrible. Use positive reinforcement. Puppys have very small bladders and need to go out very very frequently. Instead of scolding the dog. Give it a treat and praise when it does its business outside. It also helps to bring it to the same spot to go potty every time. If you cathc it in the act of peeing or pooping a firm no will do and then take it outside to its potty place. If you are consistent with training and let your puppy out often, this will get your puppy potty trained quite fast. But scolding your dog will usually result in it being scared of you and its more difficult training a dog who's afraid.

It is very uncommon for a shihtzu to have blue eyes, but it happens. Another shihtzu realated to your puppy must of have blue eyes, not nesasarly the parents. It could be from an aunt, uncle or a grandparent. So I think it probably okay.
