To take out Life insurane you must have an interest in the persons life. For example an employer can take out insurance on their employees because they have an interest in whether that person lives or not.
In your case yes she does have an interest in the lives of your children because that would make them her grandchildren. If they are not children that you had with your ex-husband then she could have taken out life insurance before the divorce when she had an interest and may keep the policies in force but no longer has an interest. To further explain, you only have to have an interest in the life at the time the policy was taken out.
To best illustrate this, going back to the employer example. If you work for a company and come into a "Key poisition" which could be anyone other than a low level production worker but would include any kind of a supervisor. They can take out a policy on you and even after you leave if the policy is still in effect they will receive a benefit when you die even if it is 40 or 50 years after leaving the company.
