In the U.S. it isn't illegal for someone underage to possess a gun as long as they have permission of the owner (IE: it isn't stolen), but to purchase a gun, you have to be 21 for a handgun and 18 for a rifle in most states.
The only state which requires any such permitting for long guns (the only thing you could buy at 18) is Illinois with their Firearms Owners Identification (FOID) cards, which you can apparently get at any age.. I seem to recall reading a story about a 10 year-old getting one (but he wasn't actually able to purchase a firearm).
