Yellow for School Zones and white for just about everything else.
Look for pedestrians on either side of the road. If they have entered the crosswalk they have the right of way. School crosswalks are painted yellow, normal crosswalks are painted white.
"A driver of a vehicle which is making a turn at an intersection who is facing a steady circular yellow or yellow arrow signal shall not enter the intersection or marked crosswalk unless there is sufficient space on the other side of the intersection or marked crosswalk to accommodate the vehicle driven without obstructing the through passage of vehicles from either side."

No.
It is generally not illegal to accelerate through a yellow traffic light as long as you are able to safely make it through the intersection before the light turns red. However, you should always exercise caution and be prepared to stop if the light changes.

Of course, you may still receive a citation. However if the light was yellow as you entered the intersection (note that the intersection begins at the limit line or if no limit line then at the first solid line of the crosswalk or if no crosswalk then the point where the intersecting roads meet), then you are not in violation of the red light rule.
Crosswalks A crosswalk is that part of the pavement where the sidewalk lines would extend across the street and it is set aside for pedestrian traffic. Every intersection has a pedestrian crosswalk whether or not there are painted lines on the street. Most crosswalks are at corners but they can also be in the middle of the block. Before turning a corner, watch for people about to cross the street. Pedestrians have the right of way in crosswalks. Crosswalks are often marked with white lines. Yellow crosswalk lines may be painted at school crossings. Most often, crosswalks in residential areas are not marked. Some crosswalks have flashing lights to warn you that pedestrians may be crossing. Look for pedestrians and be prepared to stop, whether or not the lights are flashing. It has to be at least 4" before it can be sold. There isn't an age requirement that I am aware of as long as it is 4". It is illegal to sell them before they are 4" due to salmonella concerns that small children can put the turtle in its mouth.
