The Flags, Emblems, and Names Protection Act 1981, s 11(2)(b) states that it is an offence by any person who: "in or within view of any public place, uses, displays, destroys, or damages the New Zealand Flag in any manner with the intention of dishonouring it".
Further, subject to s 11(3), if charged with an offence, you have to prove that you had no intention of dishonouring the flag.
