Most countries have a policy making it illegal to deface the currency of that country.

I would suggest that if you intend to make a timepiece for personal use and not to make a business out of it, you should be safe.

Is it illegal to cut a penny in half?

Most countries have a law that makes illegal to deliberately damage or alter a coin. _____ Is it illegal to damage or deface coins? Section 331 of Title 18 of the United States code provides criminal penalties for anyone who "fraudulently alters, defaces, mutilates impairs, diminishes, falsifies, scales, or lightens any of the coins coined at the Mints of the United States." This statute means that you may be violating the law if you change the appearance of the coin and fraudulently represent it to be other than the altered coin that it is. As a matter of policy, the U.S. Mint does not promote coloring, plating or altering U.S. coinage: however, there are no sanctions against such activity absent fraudulent intent.

Is drawing on money legal?

United States currency and coinage are governed by federal law through the U.S. Treasury Department. Generally, it is illegal to fraudulently deface, mutilate, impair, diminish, falsify, scales or lightens any coins minted or "coined" in the United States or any foreign coins which are by law made current or are in use or circulation as money within the U.S. (18 U.S.C. 331) It is also a crime to fraudulently possess, pass, publish, sell or attempt to possess, pass, publish, sell or bring into the U.S. any such coin with knowledge that the coin has been altered, mutilated, defaced, etc. (18 U.S.C. 331) What this means is: If you destroy the bill while drawing on it, it's illegal. If you alter it by means of drawing to fraudulently change it's value, (from $1 to $10, say), it's illegal If you deface it to the point where it's not recognizable, it's illegal. If you draw glasses, a mustache and a funny hat on Abe Lincoln, it's perfectly legal.

Is it illegal to destroy us coins?

No. If you own the coin, it is your loss if it is destroyed. The idea that it is illegal to deface coins goes back (at least) to the Roman Empire. Money belonged to the Emporer and the people were only allowed to use it. It also had his picture on it and damaging his image would indicate your disrespect for his authority. There is, however, a temporary regulation from the US Treasury forbiding the export or melting of cents and nickels for their metal value because the current market price slightly exceeds the monetary value of these coins.

Is it against the law to cut a penny in half?

Is private firm overprinting legal 2 dollar bill with national park theme defacing it?

I believe, under a special Federal Reserve Act, you need a permit, or otherwise, it is ILLEGAL, ONE HUNDRED PERCENT. I may be wrong, as it may not be allowed at all. As far as I know, the only thing that you are actually able to deface is a coin, when turning it into the souvenir coins you get from the wind up machines.
