If I understand your question correctly, the answer is yes. You can turn off uTorrent in the middle of a download and when you re-start uTorrent and the torrent download, the torrent download will pick up from where it left off.
You cannot just download the 15kb torrent file and expect it to work. You must have a bittorrent client such as uTorrent and use that to open the torrent file. the torrent itself will then download to the location you tell it to. you can download uTorrent off download.com or its own website.

there are 2 different ways of downloading. download off a site or else direct downloading means that you can download the data from certain servers or mirrors with a certain speed up to the speed limit of the server. download using a torrent is different procedure. you downloading the data from many many different PC around the world and the same time you give some data back. the speed you can achieve depends how many users have the file (seeders) or are connected to your PC. if the data you want is rare then download it from a site as there wont be enough people to seed the file via torrent. But if it is like the latest trailer of a movie or fun based movie etc then the speed via torrent will be probably a lot faster. To listen to a song for free is not illegal at all.Nor is it illegal to download free songs to your PC,but as soon as you then transfer the song to a disc ...if it has copyrights,this is illegal if it hasn't been paid for through the correct channels.So the answer is no..it isn't illegal to listen to songs which you havent paid for.
