No, it's perfectly legal in many areas. In north Korea you have to be 17 and in south Korea you have to be 19 (it doesn't make sense, but that's how it is).
It certainly depends on the website. Lets start with piratebay.org for example. Free, downloadable movies, music, trailers, and more. They use torrents to upload their merchandise. For people who have no clue what torrents are, its a link to the download pretty much. You download the TORRENT and then have to open it to download it. Some countries don't have copyright laws (such as South Korea for example.) Lets say your an artist and use the exact same lyrics as that South Korean. You wouldn't need 2 ask for their permission to share that material. There are MILLIONS of other examples, I hope that helped a tiny bit.
Westerners can go to North Korea, usually through Chinese-Run Tourism companies. However, American and Israeli citizens should be warned that North Korea does not maintain relations with either the US or Israel, so it will be very difficult to secure the release of an arrested person or get consular services in North Korea. It is illegal under North Korean Law for South Koreans or Japanese citizens to go to North Korea. (It is also illegal for South Koreans to go to North Korea under South Korean Law.)
It is illegal to possess and therefore download pornografi material in Guyana, Albania, Belarus, Malta, Ukraine, South Korea, People's Republic of China, Indonesia, Malaysia, Philippines, Singapore, Vietnam, Bangladesh, Pakistan, Sri Lanka, Iran, Lebanon, Saudi Arabia, Papua New Guinea, Botswana, Egypt, Sudan.
