I recon in general the argument can be made that for certain emergency situations you are not able to respond 'normal', which could cause you and others in risky situation that would not have been there were you able to respond 'normal'. But I think it is a grey areau. For example: if an invalid is allowed to drive, then why wouldn't you? Also depends on is it only your toe, or your whole foot, or also anckle?
Above all I'd first ask approval of you insurance company before you drive. If they say no, that's a pity and maybe a reason to find another agency. But better that than cause or get in an accident and make it worse than needed and/or be fully liable for the situation from a legal point of view.
