An HOA -- home owners association -- is a business. It is lead by a board of directors, and possibly managed by a management company.
Residents and owners are entitled contact with board members and the management company. For purposes of safety and security, many neighborhoods also share contact details with each other about each other.
An HOA may publish a residents' contact list that includes contact details for all residents and owners. When an owner or resident does not want their contact details to appear in this list, they are entitled to 'opt out', so long as an emergency contact is available to the board and the manager.

Tampering with business phone lines is illegal and no one should provide information on how to do commit illegal acts. If you think your phone line was tampered with, contact your phone company.

no sorry! unless you are an illegal hacker.
Not illegal - just impolite ! You should only pass on personal numbers etc - with their permission. It's just common sense ! You wouldn't like it if one of your friends gave someone your number - that you didn't know ! ~ In addition it actually depends on how you do this. If you are working for a company and are asked to provide another employees number to someone and that number is not a business number then in some situations you may breach "data protection".
