It is illegal in any US State or US Territory to mary a sister or brother, whether older or younger. A possible exclusion may be when two people marry with adult children-- the adult children might be able to legally marry (check with the County Marriage Office). But even if permitted, there would always be a social stigma and problems, including for any children born to such union.
