Absolutely not. If it was a school fight or something it can be classified as Assault, but generally is not prosecuted.
However, if it was by a parent, it is child abuse. Today, phsyical punishment is looked down upon generally. Even spanking is under question, but all other forms of "punishment" are now illegal.

Probably not. While most (all?) have an exception to battery statutes to allow parents to reasonably discipline children, an adult slapping a child, especially in the face, with all their strength is probably in excess of the discipline exception.

YES! Being punched in the face so hard it made the little kitten bleed could have caused very serious injury to the kitten! You need to take it to the vet immediately, as it could have suffered from any number of injuries, many of which can be fatal. If your vet is not available at night or on weekends, then look in your phone book for an after hours clinic. You owe that kitten the medical care it needs, and if it survives, you owe it to that kitten to protect it from ever letting anything like that happen to it again. Punches in the face to an animal are not by accident, and are considered animal abuse, even if it was a child that did it.
