If the bicycle is road legal(has brakes, lights, reflectors) - sure.
brakes.
It depends if you ride on your brakes. Some people ride there brakes all the time. It also depends on the quality of the brakes. Try getting the life warranty / ceramic brakes. Last longer / free replacement / less dust.
brakes.
no, sorry but in is not legal to ride mini bikes in california.
It is legal to ride a bike on the sidewalk in this area.
They wear out faster and you will have to replace soon
Depends on where you intend to ride. But If you are going to ride in traffic I'd recommend two.
Is it legal to ride in a trailer while pulled by a truck
If you're talking about looks then it's all about personal taste, and IMO brakes are so darn useful that I'd keep them on no matter what. If you intend to ride in traffic they're required to make your bike legal anyhow. Structurally your bike is fine with them.
Depends on where you are riding it. If you stay in bikeparks and backyards it's OK, but if you ride it in traffic you have to have brakes.
You will wear out the brakes prematurely and you may also overheat the brakes and experience brake fade (no or poor brakes).
