The M21 is just an M14 but was the U.S. army's official Sniper Rifle from 1969-1988 (which was then replaced by the modern M24 SWS), and the M21 has a Leatherwood 3-9 Adjustable Ranging Telescope (ART) telescopic Sight, and furnished match grade ammunition to improve its accuracy over the M14.
It's used solely as a sniping/sharpshooting weapon. If I remember correctly, the full auto feature was removed from the original M14 rifles which were converted to EBR configuration.
