I don't know what you mean by "clear". Most graduate schools ask that prospective entering students take the GRE test, which is similar to the SAT test high school students take before entering college. You don't have to "pass" it because it's not really a pass/fail kind of test.
Under graduate means you have yet to graduate, post graduate means you have graduated. A post graduate course is for those students that have graduated. The under graduate studies are laying the foundations for further learning. You cannot put the roof on before you have built the walls.
