As of 11 Nov 2014, AFI 36-2903 page 103 states
7.1.15. Proper military customs and courtesies honoring the flag during reveille/retreat will
apply (this means coming to full attention and rendering a proper salute when outdoors).
Saluting due to rank recognition is not required when wearing the PTU/IPTU.
7.1.15.1. Exceptions:
7.1.15.1.1. For accessions, PME and academic training environments (e.g. USAFA,
ROTC, OTS, ASBC, SOS, BMT), commanders (or equivalent) will determine which
PT events are organized. In these environments, students and staff may wear unitspecific
PT gear to meet necessary training requirements (e.g. staff/student
distinction, student squadron affiliation, etc.).

In the Air Force, you salute in the blues (formal) uniform, the ABU's (Airman Battle Uniform), and depending on the base you may salute in the PT (physical training) uniform as well.
Of course. The salute is a ritual that is meant to show respect. For example, when a president exits Air Force One, the military guard at the foot of the plane's stairs salutes the president (whether that president served in the military or not); the president then returns the salute.
