generally pregnancy does not interfere with piercings. if your pregnant and you have your belly button pierced, put a zip tie or long bar in it so the piercing will not tear. its likely that if your tongue is infected that it is not pregnancy related. try getting a long bar, and see if that helps.
The skin is basically the same for both so there really isnt a definitive answer for that. It depends on your anatomy, but standard navels usually sit better than inverse navels. Which makes it easier to heal and less likely to reject. BUt the pain will basically be the same for both :)
In the US, you must be 18 to get any piercing without parental consent. Any piercer who tells you otherwise is not working legally and most likely not following the proper safety protocol.
