In most cases the tie rod will not break without giving warning signs. As the tie rod becomes worn you will experience vibration in the steering will.

Remove the two Torx screws in the little mirrored compartment pull the whole unit straight down there's two metal spring type clips in the back that need to pop out, they wont break but it does take some Force can you disconnect the electrical connections should be three different clips and then replace the unit

Get a Toyota shop manual before you attack the dash. There are a number of screws and clips that are not obvious, and there is a good chance you will get frustrated and break something if you just go at it. On the Sienna, I had to remove a good portion of the dash just to change light bulbs on the instrument cluster. I have a shop manual, and the job went smoothly. But I would have not figured it out without the instructions.
