It's normal for him, at least for now. Why he isn't is the question and it may not be sexual preference. Could be a lot of things. There could be some medical issue, but more likely it's environment, upbringing or something else. May be gay and just hasn't realized it yet. At 23, I would expect him to masturbate. If he does, what or who does he think about while doing it ? That may point to what or who he is attracted to in life. If he does not masturbate, I would see a doctor and find out if there is some hormonal imbalance.
