I actually had this happen to me once, although the left side of my lip.
My dentists had never heard of this before but I told them it must be because my braces were pulling a new tooth forward in the back and it was pressing up against a nerve.
After getting them to relieve the pressure from that tooth the feeling slowly came back.
Thankfully the damage wasn't permanent even though my face was numb for about a week before getting in to the dentist.
So in answer to your question: No, it is not normal, but if you have the same problem as me, it is easily fixable.

This is caused by damage to the nerve in your jaw. It can be temporary or permanent. Temporary damage can take up to 6 months to heal and for the numbness to go away.

I am not sure but I am 12 weeks 2 days and I get numb at the top of my right leg when I am trying to sleep it is quite annoying!
