The voice of a male, while in adolesence, will normally drop considerably. The voice of a female does drop but not as much. In some cases women dont even notice their voice changing but some will drop more than others.
The voice change is the result of structural changes in the larynx (voice box) under the influence of the male hormone testosterone. Voice change in the average boy begins in early puberty when a boy's testicles begin to enlarge and produce testosterone. The specific age this takes place will depend on when puberty begins, and puberty may begin any time between ages 10 years to 14 years. There is then a gradual change or deepening of voice throughout puberty. The average age for completion of voice change is between 14 and 16 years, but just as there is a significant variation in the timing of puberty so is there in voice change.
That is normal, within the next couple years.

Girls' voices don't change nearly as much as guys. Girls tend to develop faster than guys in terms of puberty. A 12 year old girl's voice can change, but extremely slightly, to be lower. A usual girl voice change is around 11-16

No, inhaling helium may temporarily change the pitch of your voice due to the change in vocal cord vibrations caused by the lighter gas, but it does not have a lasting effect on your voice. The effect wears off as the helium is exhaled and your normal voice will return.
