The best place to collect Wolf Bones IMHO, is White Wolf Mountain - The Mountain that Links Falador and Catherby.

Normal bones are the cheapest, currently at 65 gp and the most expensive are Ourg bones, currently at 19,059 gp.
you can also collect bones or cowhides then sell them at grand exchange
