Well I am going to assume you have a navel gem or a bent barbell and the ball is sinking into the top hole of the piercing (this is because your question wasn't clear enough). That would be a sign that the piercing jewellery is too short for the piercing and you are going through some swelling. You should get into your local body piercing studio and have the jewellery changed as soon as possible, left unresolved this can cause serious issues for your piercing. All piercings discharge during the initial stages of healing, this discharge matter needs to be washed away daily so the piercing can heal. If the matter is left and not cleaned away the piercing can swell and become infected. Aftercare is a daily requirement and not an option, it needs to be done every day to maintain a health piercing. If the jewellery is too short it can block the entry and exit points of the piercing stopping the piercing discharge from draining and thus causing further complications to occur.
The whitish discharge from the piercing is lymphatic matter and will do not harm it's the normal discharge a piercing will create as it's healing.
One of two reasons. One, either the jewelry that you are trying to put in is a bigger gauge than the jewelry that it was originally done in, or the hole is closed either slightly to all the way, and you will not be able to get it back in without either shoehorning it in with a taper or waiting for it to heal, and then get it repierced.

Just take it out and leave it. Unless you have had it stretched, if you have stretched or had a larger hole cut i would suggest seeing a plastic surgeon. If not, and you have a normal navel piercing, just take it out, it will heal and close up and be unnoticeable over a short period of time.
well that depends... when you first pierce it your navel will swell so after some time it may seem like the skin is shrinking but the swelling is just going down.thats what heppend with mine but if u feel that this is still odd u should go see your doctor about it. ... It does happen, just like with surface piercings, the piercist will warn you that over time the skin will shrink. its nothing serious though.
Best not to mess with it your self, go see your piercer and for a small fee they can open the piercing using an insertion taper which will stretch the piercing without damaging it.
It most likely will close to a normal hole, but if the piercing was stretched to quickly it may not 100% (due to the fiberous nature of scar tissue)
