It depends on your climate. You should not leave a Dachshund puppy outside if you live in Alaska. If you live in a warm climate it would be fine. If you do leave the dog outside you should make sure you have a safe enclosed space for it so it can not be bothered by other dogs or wild animals and that it can not run off and get into trouble.

It isn't okay because the puppy did nothing wrong! They have really small bladders, so they need to be walked ALL THE TIME!!!!!!!
