In my area this is not allowed at any mobile park. Even in the case of mobiles on private property raising any animals (other than one or two dogs) is only allowed if the property is classified agricultural land.

Most human food is OK to feed chickens. Feed as a treat not as the only source, chickens need certain vitamins and minerals to produce eggs and stay healthy. Chicken feed and laying mash have added nutrients they need. Fruit of any kind is welcome at the chicken dinner table.They might not eat the banana skins but the pulp is gobbled up quickly. Do not start feeding young chicks table scraps too early as they have smaller crops and should be on chick starter until about 4 months old. Some exceptions to this are raw potato skins/rhubarb/tomato leaves. These have chemicals that can be bad for the chickens. Some of these reduce the amounts of calcium the chicken needs.
Chickens are born knowing how to peck and feed (unlike other birds which must be fed) so, if you keep it safe and provide it with food and water warmth (and a bit of company) it will be OK.

it is OK but you should give them meat and protein protein they would get bored of it and not eat. They should receive a well balanced chicken feed formulated for their stage of growth (chick, layer, show rooster). Vegetable and grain kitchen scraps are great (no raw potatoes or peelings). Mine love mashed potatoes or yogurt mixed in with their feed. Corn is considered a treat- junk food. Foraging outside for insects while protected from predators is great for them and free for you.
How LARGE are you talking about - 3,000 gallons -NO , but 30 gallons or so is Ok =K if weight is not concentrated on one spot.
