Other than cleaning, if still a baby - and checking that the are no problems in that area, the answer is "NO". A child should be discouraged from touching its genitals other than the essential care,cleaning (and learning!). No adult should "interfere"with this area for pleasureable purposes of the child as this may cause problems and very embarrassing moments as the child grows up and starts school. Any comments made by the child to other persons of such goings on, no matter how innocent, may put you under a cloud of being a molester. It's highly unlikely that the child will understand or appreciate the pampering anyway. The child's privates are exactly that - PRIVATE.
