If you are saying: "Is it OK to say 'That would be I'?", it depends on context.

If it was in response to the question, say: 'Who's parked on the pavement?', your reply would most likely (if it was the case!): 'That would be me.'

But if the question was: 'What is the 1st person singular in English?', you could reply: 'That would be 'I''.
