There is technically no circumstance where it is ok to steal. There are circumstances where people are forced to do so, but it is not morally right to steal.
So what amount does make it 'okay' to steal? If it is less then $10 is it okay to steal? It is a crime to steal. The amount is not important, it is the moral character that is demonstrated that makes it bad. Your employer is entitled to fire you if you steal even less.

Coach'll probably congratulate you on the initiative." Thus, Willy was showing Biff that it was okay to steal as long as success came from it. Another time, when Willy showed to Biff that it was okay to steal/cheat was when Bernard was trying to get Biff to study and Willy simply said "Bernard: Where is he? If he doesn't study! Willy: You'll give him the answers!" This is another incident when Willy shows Biff that it is okay to cheat if it leads to success. Biff also feels as though the world owes him something, so when the people around him do not give him what he's owed, he steals from them to punish them in a passive aggressive manor.
It wasn't right for Robin Hood to steal from the poor in the perspective of the Law, but as the "poor" thought it was a good thing Robin Hood was claimed a hero, and in many ways he was. But in this age the world is ruled by the government, and the government makes the law, and it is illegal to steal. SO even though people thought of Robin Hood as a hero technically he was breaking the law. So it wasn't right to steal then, and it still isn't okay to steal.\ I hope this helps
Basically, omission is neglecting to do something and commission is doing something. The two words together are often associated with ethics and sin. Is it okay to just never do anything bad (omission) or must you also do good things (commission) to be a good member of society. Or in the religious context, is it okay to do good things (charitable acts) if you neglect to do those things that are expected of you (praying, going to church, etc.).
