Confectioner's Sugar (powdered sugar) has a completely different consistency and quality than granulated sugar. You cannot substitute one for the other.
If you are making icing, yes. If you are making a meringue, no.
Carry on making the jelly - it doesn't really matter the order since the pectin helps the jelly to set - once its in the pot - it will do its job.

Brown sugar can be substituted with white sugar with molasses added for the desired color.
You use cinnamon sugar (which contains just the correct amount of ground cinnamon).

Jelly doesn't contain fat. The main culprit in jelly is the sugar. The sugar turns into fat if it is not burned off. If you are looking for a healthier jelly prooduct, look for a jelly that is sugar free.
Xylitol is a perfectly safe substitute for sugar.
