PS3 games are not restricted to any region. You may play your Euro games on a US system but the Downloadable content is restricted. For example you live in the U.S and have a European game. You also have a U.S account. You buy the content but since the game is European, the content will not be available with the game.

No it will not work the software is different. The game versions must get downloadable content unique to there platform. You could no more take a MW3 DLC for the Xbox 360 and put it in a PS3 than you could play the Xbox 360 game in your PS3
