It is not possible as the 3DS does not have any kind of messenging system, nor can you see friend statuses unless you've both already added each other's friend codes. There may be some games with a multiplayer option, where players can write messages to each other, such as Animal Crossing: New Leaf. However this too requires both players to have added each other as friends beforehand.
It is possible, just have the two games running in a DS each and be close to each other, go underground and it should automatically detect each other and connect.
