Because the prevailing wind , the S.E., Trade Winds, blow from the Amazon Basin, and NOT the Pacific Ocean. The winds pick up moisture in the Amazon Basin, . They are forced up over the Andes, whereupon the air cools and condenses, and falls as rain on the eastern side of the Peruvian Andes. As it crosses over the Andes it is now dry, so by the time it arrives at the Peruvian coast there is no moiture left and so no rain. Such is the geophysics of this part of Peru, there is no onshore wind, and so no rain. This dry region extends south into the Atacama Desert of Chile making it the driest place on Earth.
