but flanged wheels are universal now.

High speed rail trains generally run on standard tracks that are continuously welded together. The trains are made to have better aerodynamics so that speed can be increased.
Trains are mounted onto tracks on the rail road that steer them towards the pre-set directions they are meant to travel towards. Rail engineers then control the speed the train travels at, and when they should stop.
Arriva trains operate all over the UK. They are the dominating rail force in the UK and therefore have many trains and tracks laid out all over the country.
The trains are powered by electric motors. Electricity is provided to the trains via the third rail, an electrified rail which runs along the tracks parallell to the "running rails" (which actually guide the train) and the trains have runners which transmit the electricity to their motors inside. Whereas mainline railways tend to have one third rail, the London Underground actually has two.
You build train tracks (rail) and stations and if you positioned them correctly (where your sims want them) you will get trains. The trains are steam, freight, and passenger(steam and freight need freight station and passenger needs passenger station)
The wheels have flanges on the inside edges, they keep the wheels on the rail. The wheels would not stay on the tracks without the flanges.
