That speed in 5 seconds would be just short of world class drag racing and is not possible for an F1 to do, simply because of the physics involved. However, an F1 car would reach 300 km/h in just less than 10 sec. Here are some acceleration stats for the 2005 Renault R25:
0 to 100 km/h: 1.9 seconds
0 to 200 km/h: 3.9 seconds
0 to 300 km/h: 8.4 seconds (may be slightly more or less depending on the aerodynamic setup)

As a comparison, the Ferrari Enzo, as close to an F1 car as the street will ever see, is reported by Road & Track, in the July 2003 issue, to reach 0-60 in 3.3 seconds, 0-100 in 6.6 seconds, the 1/4 mile in 11.1 seconds (133 mph) , and capable of a top speed of 218 mph, which would be over 330 kph. Based on these numbers, I would estimate the time-to-speed for 0 to 300 kph would be in the 24 to 26 second range.
