They can if they have advised you that there is a system on the vehicle to track it. Most tracking device are used for the buy-here pay-here customers who have very bad credit and can not get financed anywhere else. The dealership have a vested interest on the property and therefore will place a device to make sure you pay on time or they can remotely shut off the starter (when you're stationary of course) until you pay them. If payment is not received they will repossess your car, or their car to be correct. If the banks could put a tracking device on you they would too; remember this is a business and it is their money that you are borrowing.
